Summary: J. Scherzer, an engineer commissioned by the state of Bolívar’s government, here reports his exploration of the terrain for the construction of a railroad from Tolú to Sincelejo. The document includes the budget for additional works required to complete the railroad, such as bridges and terrain leveling.
Historical Notes: The problem of how to develop adequate transport is a fundamental issue in the economic history of Colombia. The government was aware as early as the nation’s independence in 1819 that the lack of proper transportation would have a substantial negative impact on the development of the economy. Despite this awareness, Colombia advanced very little in its transportation system from 1820 to 1870. There were only mule roads, underdeveloped river navigation systems, and one road suitable for wheeled vehicles in Antioquia.
