Summary: Fray Agustín del Carmen Silva protests here the decrees by which the central government attempts to regulate the management of hospitals by the hospitaler religious order. Silva argues that the order does not own the hospitals and rejects allegations of appropriation of tithes given for the hospital. He highlights the important work of the religious order with charity hospitals and proposes to reach an agreement with the government.
Historical Notes: The Liberal Party sided with anti-clerical measures and Conservatives were generally unconditional supporters of the Church, a scenario that provided a constant source of political confrontation. There were three sources of disagreement: the Church’s influence over the masses (thus countering the power of the state over people); the Church’s wealth; and its monopoly over education.
