Summary: In this pamphlet a group of creditors who lent money to the colonial government demand payment from Nueva Granada. The document includes historical details of the laws that regulated these loans and debt payments.
Historical Notes: Colombia had a precarious fiscal situation since its creation as a nation. From 1820 to 1870 Colombia had the highest external debt in Latin America due to the independence war. In addition, the state fiscal measures were not effective to promote goods production and commerce, and for this reason the country would struggle with its old and new creditors for the rest of the century.
