Summary: President Tomás Cipriano de Mosquera here decrees the regulations for the organization and administration of parochial churches. The decree deals with church income and its relationship with local governments.
Historical Notes: After Independence, Liberal and Conservative governments followed the principle of patronato, which argued that the church should be subordinate to the laws of the nation state, but also that the state would have responsibilities, often economic, to the church. However, depending on the degree of radicalism of a particular party leader, conservative governments generally tended to favor a privileged position for the Catholic Church compared to the liberals.
