Summary: Report on Popayán Municipal Council meeting on May 13, 1841 that addressed the suffering and disorder generated by the War of the Supremes. The Council passed a resolution to send representatives to Bogotá to negotiate with the government, ask the Supreme Director of the war in Popayán to declare a ceasefire, and to ask other towns in the region to join them in negotiating a peace agreement with the government.
Historical Notes: The War of the Supremes (1839-1841) was a series of regional rebellions against the central government in Bogota. Popayán was one of the rebel cities. The first leader to rebel was José María Obando in Pasto. This war established the initial division between Liberals and Conservatives. Simón Bolívar's surviving supporters became the Ministerial/Conservative Party, while Francisco de Paula Santander's followers became the Liberal Party. Bushnell, David.
