Summary: In this proclamation, General Tomás C. de Mosquera mentions his family's new business ventures in the United States. He identifies the need to develop more mining and infrastructure in Colombia. He also mentions the need for unity among Liberals again the José María Melo regime. In particular, he notes that while he and José María Obando had a feud, they must work together against the Melo dictatorship.
Historical Notes: José María Melo plotted a succesful coup against President José María Obando in 1854. Although Mosquera and Obando had been in a feud since before the War of the Supremes (1840-1842), they recognized the need to band together against Melo and the Conservative's vision for Colombia's future. Obando fought for Mosquera during the 1860-1862 Civil War, dying in combat in 1861.
