Historical Notes: During the first decades of the twentieth century, from the loss of Panama to the worldwide economic depression, Colombia experienced the longest period of political stability in its history to that point. Political stability came accompanied, to a certain extent, by steady economic and technological development, as well as urbanization, and social policies aimed towards converting Colombia into a modern nation. This document was written in the midst of such an important historical process, and it is a valuable source to study the changes in Colombian society during this crucial period. (See for example: David Bushnell, The Making of Modern Colombia: A Nation in Spite of Itself. Berkeley: University of California Press, 1993).
Donor Notes: At the end of his term as governor of Caldas Dept., Gen. Pompilio Gutiérrez rendered this detailed report on his years as governor of Caldas Dept. - J.L.H.
