Summary: Florentino Vezga, the Municipal Secretary of Bogotá, defends the municipal government from accusations of anti-catholicism by Canon Manuel Fernández Saavedra.
Historical Notes: Manuel Fernández Saavedra was a canon known for his bombastic speeches and publications. He was best known for the "El arzobispo ante la Nación" published on 1852, in which he accused J.M. Mosquera of being appointed Archbishop only because of his brother Tómas Cipriano de Mosquera's political connections. He disapproved of the Tomás Cipriano de Mosquera administration of 1861-1864 for its anti-clerical campaign, and distrusted Liberals in general.
